For a decade, the second-residency conversation defaulted to the Caribbean and Europe. It shouldn't. Latin America has quietly become one of the most compelling regions in the world for a serious Plan B — residency here now buys more freedom, for less capital, than almost anywhere else.

Most systems tax only income earned inside the country; foreign income, gains and offshore holdings are generally left untouched.

Citizenship by investment is the only route that delivers a passport directly, skipping the residency ladder — and in Latin America it is still emerging. Argentina's framework under Decree 524/2025 would be the region's first true CBI, but it isn't operational yet and the original tender was cancelled. El Salvador's Freedom Visa is live today: an expedited path to citizenship for a US$1M commitment in Bitcoin or USDC, with no tax on the Bitcoin itself.

Investor visas trade capital — usually real estate — for residency, with a defined ladder to citizenship. Panama's QIV is the fastest permanent residency here, though its threshold rises from US$300K to US$500K on 15 October 2026. Paraguay's Investor Pass is the lowest-cost anchor, with entry tiers from US$40K to US$200K. Brazil's VIPER offers four routes, from a BRL 150K innovation stake to BRL 700K–1M in real estate. The Dominican Republic and Costa Rica round it out with faster, lifestyle-led options.

Non-investor routes ask you to prove income or means rather than deploy a lump sum. Uruguay grants permanent residency to those who build genuine ties, with a multi-year tax holiday on foreign income. Paraguay's temporary route is the cheapest way in. The Dominican Republic's pensionado programme is built for retirees. Mexico offers PR on economic solvency; Guatemala completes the bridge with a low-cost rentista option.

Retirees, remote earners and anyone whose strength is steady income rather than a lump sum.

The tax advantage

How tax works in Latin America.

Countries such as Paraguay, Panama and Costa Rica run territorial tax systems: income earned locally is taxed, while foreign-source income, foreign gains and offshore holdings are generally left untouched. For an internationally mobile earner, that is the difference between a residency that costs you and one that pays for itself.

But residency is not the same as tax residency. Holding a permit does not automatically make you a tax resident — and it's tax residency, usually triggered by days present or a centre-of-life test, that changes what you owe. Uruguay layers a multi-year tax holiday on foreign income for new residents; Brazil taxes worldwide income once you become tax resident and applies CFC rules (Lei 14.754/2023) to offshore structures; Mexico likewise taxes its tax residents on worldwide income.

Residency to citizenship

From residency to citizenship.

The ladder runs temporary residency → permanent residency → naturalisation, and the gap between the advertised timeline and the real one is where preparation pays. Paraguay's window is around three years, while the Dominican Republic runs the most aggressive fast-track of all: a US$200K investment brings immediate permanent residency and eligibility to naturalise after just six months of residence, against the standard two years, under Law 1683. Brazil is roughly four; Panama five. Argentina's forthcoming programme would compress this into a direct citizenship route once operational.

Be precise about Paraguay

The Investor Pass CIE card can be issued in five business days — but that is the ID card, not permanent residency, and certainly not citizenship. Permanent residency is a separate grant; citizenship is a three-year pathway on top.

The Dominican fast-track

There is no formal citizenship-by-investment here — but Law 1683 lets qualifying investors and property owners apply to naturalise after six months of residence rather than two years. In practice it is the closest thing Latin America has to a citizenship-by-investment route, ending in a Spanish-language interview and an oath of allegiance.

Which Latin American country is easiest for residency? +
Paraguay is usually the most efficient entry point — territorial tax, a low cost of entry and minimal presence to hold status, with a three-year pathway to citizenship. The “easiest” for you depends on whether you’re optimising for cost, speed, tax or a base you’ll actually use.
How long does it take to get citizenship? +
Roughly three years in Paraguay, four in Brazil and five in Panama. The Dominican Republic is the outlier — investors can apply to naturalise after just six months of residence, versus two years for standard residents. Argentina’s proposed route would be faster once operational, and naturalisation everywhere still requires clean records and genuine ties.
Do I actually have to live there? +
Not necessarily to hold many of these residencies — several are designed as a Plan B you don’t have to live in. But reaching permanent residency or citizenship generally does require real presence. Holding and naturalising are two different bars.
Are these residencies tax-free? +
Several sit in territorial systems that don’t tax foreign income — but a residency permit is not automatically tax residency, and countries like Brazil and Mexico tax worldwide income once you’re tax resident.
Can I include my family? +
Almost always. Spouses and dependent children are typically included, and some programmes extend to parents or adult dependents. Requirements and cost per dependent vary by country.

An investor visa grants residency in exchange for an investment, with citizenship arriving later up the ladder. Citizenship by investment grants the passport directly. The first is a base with a path; the second is the destination itself.
