Where the St Lucia passport takes you
The Saint Lucia passport carries visa-free or visa-on-arrival access to 147 destinations, including the Schengen Area, the United Kingdom, Singapore and Hong Kong. It does not include the United States or Canada. Among the five Caribbean citizenship-by-investment passports it sits third for reach, two destinations ahead of Dominica and ten behind St Kitts & Nevis — a spread narrow enough that mobility alone is rarely the reason to choose one over another.
Counts differ between passport indices because each one treats territories, transit rules and visa-on-arrival categories differently. The figure above is our own count of destinations that admit a Saint Lucian passport holder without a visa applied for in advance. Treat any single number, ours included, as a snapshot: access is granted bilaterally and can change without notice, as the section on the European Union below makes plain.
What it opens, and what it does not
The Schengen Area for short stays, plus the United Kingdom and Ireland. For most buyers this is the substance of the passport: it is the bloc that makes a Caribbean document worth holding.
Singapore and Hong Kong, the two hubs that matter for business travel, along with much of Southeast Asia on arrival.
Near-complete regional access, including CARICOM free movement rights that no visa waiver can replicate.
The United States and Canada. Neither has a visa waiver with Saint Lucia; Canada withdrew its own in 2012. Nor does Saint Lucia hold a US E-2 investor treaty.
◇ If US access is the point of the exercise, no Caribbean passport delivers it and only one gets close. Grenada holds an E-2 treaty with the United States, which lets its citizens apply for a renewable investor visa to live and run a business in the US. That treaty, not the visa-free count, is the only real mobility difference between the five programmes.

How it ranks against the other four
All five Caribbean programmes sell broadly the same document. The table below is the honest version of the comparison: the passports are within twelve destinations of each other, and the meaningful differences are price, processing time and the E-2 treaty.

Destination counts are our own. Minimums are the single-applicant donation route after the 2024 OECS harmonisation, which set a common floor of USD 200,000 across the region and pushed several thresholds upward.
Saint Lucia's distinguishing feature is not its passport but its range of routes: a donation, government bonds, approved real estate and an enterprise investment. It is the widest menu of the five, which matters if you want capital returned rather than donated.
The European question that changes the calculation
This is the part most pages selling Caribbean passports leave out, and in 2026 it is the only part that should change anybody's mind. It is also the part where the reporting and the confirmed record diverge, so it is worth separating them.
What is established
Regulation (EU) 2025/2441, adopted on 26 November 2025 and in effect since 30 December 2025, amended the EU's visa suspension mechanism. It added the operation of an investor citizenship scheme — citizenship granted for payment to people with no genuine link to the country — as a self-standing ground for suspending visa-free access, rather than one factor weighed among others. That is published EU law, and it applies to Saint Lucia.
Three weeks later, in its Eighth Report under the visa suspension mechanism (COM(2025) 792, 19 December 2025), the Commission named all five Eastern Caribbean programmes as a continuing concern, citing high volumes, short processing times and low rejection rates, and said it would consider measures under the revised mechanism.
What is reported but not confirmed
In July 2026 the Government of Antigua and Barbuda published its account of a letter dated 25 June 2026 from Commissioner Magnus Brunner, asking the five states to phase out their programmes by 1 June 2028, with interim vetting measures by September 2026. That account has been repeated widely.
◇ Saint Lucia has not confirmed it. The Commission has not published the letter. Saint Lucia has not published its own. On 13 July 2026 Deputy Prime Minister Ernest Hilaire, who holds the citizenship-by-investment portfolio, declined to confirm the 1 June 2028 date, and the joint statement issued by the five heads of government after their meeting in Roseau on 10 July does not mention it either. We report the date because it is on the record from one government; we do not present it as settled, because Saint Lucia's own ministers will not.
What Saint Lucia says
The government's position is not in doubt. Prime Minister Philip J. Pierre, in an official statement on 14 July 2026, called citizenship by investment "an important source of development financing" for small island developing states and said "dialogue remains the best path forward". Hilaire has argued that Saint Lucia already met the security concerns Brussels originally raised, and that the EU has since moved from fixing the programmes to ending them.
◇ What none of this means. Nothing has been suspended. Schengen access for Saint Lucian passport holders is unchanged today, any suspension would require a separate EU decision, and the programme has not closed — applications remain open. Nor would a visa decision touch citizenship already granted: a suspension removes a travel waiver, it does not revoke a nationality or invalidate a passport.
What it does mean is that the Schengen access being sold in 2026 now carries a documented regulatory risk that did not exist eighteen months ago, and that the timetable is contested rather than agreed. If Europe is the reason you are buying, that belongs in the decision rather than in the small print. If your reasons are CARICOM rights, a second document for contingency, or the tax position of a non-resident citizen, the European question matters far less.
How the passport is obtained
Saint Lucia does not issue passports to visitors or property buyers as such. The document comes with citizenship, and citizenship comes either by descent, by naturalisation after residence, or through the Saint Lucia citizenship by investment programme, established under the Citizenship by Investment Act in 2015.
- National Economic Fund donation — from USD 240,000. Non-refundable, covering a main applicant and up to three qualifying dependants. The cheapest way in, and the most common.
- Government bonds — USD 300,000. Interest-free, held five years, then redeemable, with a separate non-refundable administration fee. Capital returns; the fee does not.
- Approved real estate — USD 300,000. Held a minimum of five years. The threshold rose from USD 200,000 under the 2024 OECS harmonisation.
- Approved enterprise project — USD 250,000. The least used route, and the one with the most conditions attached.
There is no physical residence requirement at any stage: the Citizenship by Investment Act imposes no minimum presence, so citizenship can be acquired and kept without ever living on the island. Processing runs six to nine months from a complete file, and due diligence is the stage that decides most outcomes.
Who this passport is actually for
Holders of a passport with narrow reach who need a reliable travel document, families wanting a contingency nationality with no residence obligation, and investors who want capital returned rather than donated.
Anyone whose objective is living or working in the United States, anyone buying primarily for Schengen access without weighing the 2028 question, and anyone expecting a passport to change their tax residence on its own. It does not.

Not without a visa. Saint Lucia is not in the US Visa Waiver Programme, and unlike Grenada it holds no E-2 investor treaty with the United States. A Saint Lucian citizen applies for a US visa in the ordinary way. If US access is the objective, the Caribbean programmes are the wrong instrument.
Is Schengen access going to be withdrawn in 2028?
No decision to withdraw it has been taken, and no date is confirmed. What is established is that Regulation (EU) 2025/2441, in force since 30 December 2025, made the operation of a citizenship-by-investment programme a self-standing ground for suspending visa-free travel. The widely reported deadline of 1 June 2028 comes from the Government of Antigua and Barbuda’s account of a Commission letter; the Commission has not published it, and Saint Lucia’s deputy prime minister declined to confirm the date in July 2026. Any suspension would require a separate EU decision.
Would a suspension cancel a passport already issued?
No. A visa suspension decision removes a travel waiver between the EU and a country; it does not revoke citizenship granted by that country or invalidate its passports. A Saint Lucian citizen would remain a Saint Lucian citizen and would need a Schengen visa to travel, as citizens of most countries already do.

St Kitts & Nevis reaches 157 destinations and Antigua & Barbuda 151, against 147 for Saint Lucia. In practice a ten-destination spread rarely decides anything, because the blocs that matter — Schengen, the UK, Singapore, Hong Kong — are common to all five. Price, processing time, the range of investment routes and Grenada's US E-2 treaty are the differences worth weighing.
Do I have to live in St Lucia to keep the citizenship?
No. The Citizenship by Investment Act sets no minimum physical presence, either to acquire citizenship or to retain it. Citizenship is granted for life and passes to descendants, subject to the ordinary rules on registration.
How long does it take to get a St Lucia passport?
Six to nine months from a complete application in normal conditions. The variable is due diligence, not paperwork: incomplete source-of-funds documentation is the usual cause of delay, and the Citizenship by Investment Unit can and does refuse.
